Gilbert E. Metcalf, Ph.D., is a professor of economics in the School of Arts and Sciences at Tufts University. Professor Metcalf’s primary research area is in applied public finance with particular focus on taxation, energy and environmental economics. He has frequently testified before Congress on tax, climate, and energy issues and served on a National Academies of Sciences panel evaluating the social costs of energy use. In 2011 – 2012, he served as Deputy Assistant Secretary for Environment and Energy at the U.S. Department of the Treasury. In that role he oversaw Treasury’s involvement in international climate and environmental finance activities.
